Mayor Rushmore is responsible for the spread of the CtOS due to his collusion with Blume Corporation starting in 2011. After Dermot "Lucky" Quinn discovered video evidence of Rushmore murdering a woman named Rose Washington, Rushmore has been in Quinn's pocket, bending to every demand.
