The 580s are from Ghost Town, a shady part of Oakland known formally as the Foster Hoover Historic District. They traffic primarily in illegal drugs, prostitution, though they've allied with small local gang Big Time, for heists and other small illegal deals with the Bratvas. They are an African-American gang.
